When the question says if the rook stands on say for example e4 how many squares does it control other than the one it is standing on always answer 14. You win every time as you see here.

If we allow Kings, as in the diagram provided, then the Kings limit the Rook's movement. In this case, moving the rook to say, "h5", reduces his movement to 13 squares.

Perhaps the question should include "...on an empty board".

 

Just my 2 cents.
