Willvilly Formation? c4 and f4

While prowling through Andrew Soltis' book, "Bird-Larsen Attack" I encountered some data about a supposed Willvilly formation consisting of c4 and f4. I want to see if anyone could supply more information and theory if possible. I have tried to find the page in which Soltis talks about it without fruit.
