Who is doing better in this position? It is from 1 of my games i played white. I am very far ahead devopoing but he is a pawn up. Is it even does my developemaen make up for the pawn or does the queen near my king give him the advantage? (its also my move)

That Black queen is indeed a pretty juicy target.  Most of your weakness stems from the fact that you haven't castled your way to safety yet.  So Ng3 gaining time attacking the queen, with the plan to activate the bishop and eventually castle, is what I'd recommend.

Advancing the f-pawn is weak even though it threatens the queen, because the threat only lasts a single move, but now you've permanently weakened your kingside pawn structure.  Concessions like that aren't to be taken lightly!

i played f3 should i have played ng3 instead?

Develop the bishop and castle, the  I''d rather be white, black's queen is too far out in the center
