i had the same situation  i pressed the draw button but my opponont  didnt respond consequemtly my time started to run out  eventualy i had to press the submit button again and continue play ... not a good game!!

Thanx guys. That's what I thought, but apparently he's having a problem w. it.

If you offer the draw and like Jackson said the button is near submit it is your opponents responsability to accept or deny the draw request.

One player offers draw, then the other one accepts it.  It is near where you resign the game and also near the submit move button.
