Guillermo Garcia Gonzales (1953-1990) was a Cuban Grandmaster (1976) and three-time Cuban champion (1974, 1976, 1983) who took 2nd place in the 1988 New York Open. His $10,000 prize was confiscated by the Department of Treasury, invoking the Trading With the Enemy Act of 1917, because he was Cuban.  He died in an automobile accident near Havana.
